The Rockwood Building

The Rockwood Neighborhood is centrally located in East Multnomah County and contains the highest level of poverty and the lowest level of services for people living in poverty in the greater Portland metropolitan area.

The Rockwood Building is a new 3-story building to be constructed on a long-vacant lot in the Rockwood Urban Renewal District within the City of Gresham at 181st Street and Couch.  The building will include 47 units of affordable rental housing targeted to families or individuals earning 60% or below the Area Median Income in Multnomah County.  15 of the 47 units will be reserved for homeless families.  The ground level of The Rockwood Building will boast 25,000 square feet of commercial space for a Multi Service Center.  This Multi Service Center is a unique model in the State of Oregon that will bring together six partner agencies, including Human Solutions, in a single location and will touch the lives of more than 75,000 low-income and homeless families in Mid and East Multnomah County each year. 

Additionally,  El Programa Hispano will be offering after-school programs to low income children in the community space at the Multi Service Center.  Other community groups and members will also be able to use space in the building for meetings and activities as well.

The goal of the Multi Service Center is to reduce inequities by providing health and social service opportunities to those most in need in the community. By co-locating in the new Rockwood Building, the six partner agencies can reduce significant barriers that low-income and homeless households experience in accessing critical services.  The Multi Service Center will increase the number of services available in the area while simultaneously increasing the efficiency of service delivery.  Overall, The Rockwood Building will be a catalyst for revitalization, will positively impact the urban renewal process of Rockwood and the Greater Gresham community, and will create a renewed sense of neighborhood pride. 

Human Solutions broke ground on the new building in August 2010 and the building will be ready for occupancy in late summer 2011.  The building was designed by Portland-based Myhre Group Architects and is being built by Howard S. Wright Constructors.  Financing for the project comes from a diverse and generous group of lenders, investors and donors, including:

Briarwood East Apartments

Briarwood East is a 22-unit apartment complex in East Portland that Human Solutions will acquire in November 2010.  The property will undergo a renovation program that will include new roofs and siding on the 6 existing buildings, a new office and play area, landscaping upgrades, updates to the interiors and improvements to the ventilation systems of the buildings.  Once renovated, the units will have rents affordable to families earning at or below 60% of the Area Median Income for Multnomah County, and 10 of the units will be reserved for homeless families in the Bridges-to-Housing program.  Portland Housing Bureau will provide a Section 108 Loan to the property and will also provide HOME funds for the project.   The Bridges to Housing program has also provided $85,000 in capital funds for  improvements.
